Bosporus can be closed for very specific reasons only as per international agreements. Actually I think it can be closed only because of state of war.
I think there is much more going on behind the courtain. It's clear that NATO's regime change project failed. At the same time Erdogan doesn't want jihadists, previously trained in Turkey, under the US supervision, to come back and start to blow themselves up in Ankara or elsewhere because of Turkish betrial. So Ankara still supports them and, for both sides, it's, for example, great opportunity to test military equipment. Turks know now how effective are thier MRAPs in battle conditions, Syrian army tests ATGMs etc.
