Their roles seem limited to the Palestinian & symbolic fronts. Trump already rebuffed Netanyahu's request not to end covert aid to Syrian rebels and to place a credible military threat against Iran on the table. Trump may well negotiate with Rouhani despite Israel's sympathizers.

Don't think Trump can veto when there is a 'supermajority' in congress who vote in congress? Not sure if it applies in this situation tho.

Also, if this plan goes forward will introduce Senate resolution opposing and asking for reversal of this decision. Expect it will receive strong bipartisan support.
