what information do we have about him ?
It looks like he was nominated as ISIS leader by Baghdadi himself earlier this year:
https://www.middleeastmonitor.com/20190809-al-baghdadi-nominates-iraqi-abdullah-qardash-as-his-successor-to-lead-daesh/
Wkipedia seems to be pretty empty for now:
https://en.wikipedia.org/wiki/Abdullah_Qardash
But what is known is that Qardash is another graduate of the US runt Camp Bucca. Also, he had links to Al-Qaeda (so it makes even more sense that Baghdadi, if we will consider the story about his elimination as correct, was found in the Syrian foothold of al-Nusra/al-Qaeda/moderate Syrian opposition.
https://www.thetimes.co.uk/article/ailing-abu-bakr-al-baghdadi-puts-professor-abdullah-qardash-in-charge-of-isis-hz2x5hkff
US literally created all of them. You can't find single one top notch Qaeda/ISIS officer without links to the US/NATO. Al-Shishani? Georgian troop trained by US special forces:
https://www.seattletimes.com/nation-world/the-us-trained-pied-piper-of-chechen-recruits-to-the-islamic-state-group/
Lavdim Muhaxheri a.k.a. Abu Abdullah al Kosova - NATO's employee in KFOR, Camp Bondsteel, where he led "peace-support operation". Promoted to NATO training camp, Afghanistan.
https://balkaninsight.com/2017/06/08/albanian-media-report-the-death-of-kosovo-isis-leader-06-08-2017/
Baghdadi, Qardash - both came out of Camp Bucca.
There is many more of them with similar background. No coincidence here...

I read it's already quite dark for many under IMF Macri.
The Argentine government has imposed even stricter capital controls to those previously established back in August.
Individuals in the country will be able to purchase between $100 and $200 U.S. dollars per month depending on the method used to acquire these funds.
The decision was imposed by de the Central Bank (BCRA) after the government lost by a tight margin with the opposition candidate Alberto Fernández.
Argentina Central Bank Imposes Stricter Capital Controls
https://usethebitcoin.com/argentina-imposes-even-stricter-capital-controls-after-tight-elections/
The government of Mauricio Macri decided to implement stricter capital controls after losing the presidential election to the left-wing candidate Alberto Fernández 48,1% to 40.37%. The candidate with over 45% of the votes becomes elected without a second turn.
Argentine citizens will be able to purchase $100 U.S. in cash each month or $200 if they do so through a bank account.
It is worth taking into consideration that the minimum salary in the country is less than $250 as of September and that inflation skyrocketed to over 55% in the last 12 months.
With these measures, the government wants to stop losing U.S. dollars.
Argentina is a country without a stable currency and where the society is used to spend Argentine peso (ARS) for daily needs and save in U.S. dollars.
This is what economist call a bi-monetary economy that is highly dependent on commodity cycles related to the price of soya bean, wheat and other primary goods.
Individuals close to the Minister of the Treasury Hernán Lacunza said a few days ago about the current measures:
“We are prepared for all scenarios. Ballottage or transition. We will cooperate in case we lose on Sunday.”
Back in August after the primary elections in which Mauricio Macri was defeated by a larger margin, the Central Bank decided to impose capital controls.
At that time, individuals were able to acquire a maximum of $10,000 per month. Meanwhile, companies had larger restrictions and were obligated to sell their foreign currency in five days if they exported good or services.
At the moment there is no information on credit card purchases abroad and whether they would be charged 35% as it happened during the last government of Cristina Kirchner.
Argentine citizens will now be able to acquire U.S. pegged stablecoins such as DAI, that are widely available in the country through different cryptocurrency exchanges.
The official exchange rate of USD/ARS is currently AR$59.99, however, each DAI (pegged 1:1 to the U.S. dollar) can be acquired for AR$85.
In addition to it, users could also acquire Bitcoin (BTC) and other cryptocurrencies through different platforms.
This gives a glimpse into one facet: the fuckery and debasement of the Argentine fiat currency to 'monetize' their national debt...
and that DEBT is their government acquiring what it CANNOT afford and pledging national assets and future taxes to the foreign debtholders
demanding 'austerity'.
In a word: it is 'living beyond your means'.... NOT the 'people'... the GOVERNMENT extravagance
which INCLUDES all the capitalist cronies/transnational corps who induce the government 'contracts' to buy what they cannot afford.
Multiply this by decades of mismanagement.
Can it be overcome and rectified?
Yes. (see Russia)

Yahoo Japan Corp.’s headquarters in Tokyo is imposing a “fried food tax” at its cafeteria to promote healthier lifestyles among its employees.
Yahoo Japan starts ‘fried food tax’ to reduce fat of employees
http://www.asahi.com/ajw/articles/AJ201910280001.html
Under the system that took effect on Oct. 8, prices for fried meat dishes, such as “tonkatsu” (fried pork cutlets), have gone up, while grilled or boiled fish dishes cost less.
The company decided to “cut the fat” after medical check-ups in 2017 showed that at least 45 percent of the employees had high levels of LDL cholesterol.
About 1,000 employees eat lunch at the cafeteria every day, and fried dishes were much more popular than grilled or boiled fish.
On Oct. 8, the price of chicken “nanban” (fried chicken in sweet and peppery vegetable sauce), rose by 100 yen ($0.92) to 691 yen at the cafeteria.
On the other hand, boiled mackerel in miso sauce with “kenchin-jiru” vegetable soup cost 543 yen, down 150 yen.
By the end of lunch time, all 375 of the fish dishes were sold out, topping the 275 servings of chicken nanban.
“The boiled fish dish has never exceeded even 200,” an official of Yahoo Japan said. “I think the new system has had a large effect.”
In April and May before the price change, the daily number of the fish dishes sold at the cafeteria was around 128, compared with 480 for the fried chicken dishes.
