they are useless against cruise missiles... and drones.
their 'restricted' range is ONLY useful against a 'high altitude-long range ballistic missile' strike
which Russia wouldn't use against Ukraine.
This deployment is only intended to provoke, annoy with the explicit intent of drawing a Russian airstrike.
