I don't know exactly how it used to be, but afaik handled much more of the cargo transportation by rail. Due to the just-in-time logistics, a large part has been shifted to trucks. In the past, for example, there was a huge freight station, where a new district was created. This is what happens when you leave decisions to people whose eyes are clouded by bundles of money.
