Switzerland will ban the use of electric cars for ‘non-essential’ journeys
if the country runs out of energy this winter, the government has announced.

Emergency plans drawn up in the event the Swiss are hit by blackouts also call for
shop opening hours to be reduced by up to two hours per day,
heating systems in nightclubs to be turned off,
other buildings to be heated to no more than 20C.

Crisis measures could see
streaming services and games consoles banned,
Christmas lights turned off,
and all sports stadiums and leisure facilities closed.

The news of the Russian base at Ochamchira, where the Soviet Union had a naval base down the Black Sea coast towards Turkey.

Russia signed a deal for a permanent naval base on the Black Sea coast of the breakaway Georgian region independent state of Abkhazia,
its leader, Aslan Bzhania, was quoted as saying by the Izvestiya newspaper on Thursday (5 October) ,
a day after he met President Vladimir Putin.

“We have signed an agreement, and in the near future
there will be a permanent base of the Russian Navy in the Ochamchira district,” Bzhania told Izvestiya.
“This is all aimed at increasing the level of defence capability of both Russia and Abkhazia,
and this kind of interaction will continue,” he said.
“There are also things I can’t talk about.”

Russia made no immediate comment.  

Russia recognized Abkhazia and another breakaway region, South Ossetia, as independent states in 2008
after Russian troops repelled a Georgian attempt to retake South Ossetia in a five-day war which ended on 12 August 2008.
Besides Russia, Venezuela, Nicaragua, Nauru and Syria have recognised Abkhazia as independent.
