There should be some physical evidence on the ground that could be collected in the morning that will (without a doubt) clear this situation and point at who is responsible. If it is a rocket misfire, then hamas can not be responsible for war crimes because it did not fire on the hospital intentionally.

i am not fooled. this is a very serious situation. If this was Israel, then it is a clear case of war crime. And the International Criminal Court (ICC) and the International Committee of the Red Cross (ICRC) and/or the International Federation of Red Cross and Red Crescent Societies have to start investigating.
