No. American elections CANNOT be postponed or suspended.

There is no provision in the Constitution for the United States, which gives any such power to any branch of the federal government.  

There is no provision in the Constitutions of the 50 states, which grant to the state any such power.

There is, however, precedent:  9/11

On 9/11 an election in New York city was scheduled to take place.   Except the entire southern tip of Manhattan was under the rubble of the World Trade Center. Streets were closed or blocked by debris and dead bodies.  Electricity was out.  Traffic lights were out.  It was, quite liteally an actual disaster of horrifying proportion.

Soooooo, all the candidates for election got together with the Board of Elections and they ALL went to a State Supreme Court Judge.

Of course, the Judge and his court were already keenly aware of what was taking place; the whole planet knew.  They explained that it was literally impossible to hold the election in certain sections of southern Manhattan, and, with the agreement of ALL the Candidates on the Ballot, and with the agreement of the Election Officials, the Judge ruled that the election within certain sections of the city, directly affected by the collapsed World Trade Center, would delay balloting IN THOSE AREAS, until such time as the balloting could safely take place.

Now, also bear in mind, the federal government does NOT hold elections.   Nope!   States hold elections.

So the feds cannot, on their own, block that.  At all.  Ever.

They have never been granted that power by the American people through any Constitutional Amendment.

In fact, during the year 1862, when there was an actual Civil War taking place within the United States, the election went ahead!   With an actual war going on ! ! ! ! !

So the short answer to your question is "no" but the larger issues, lets imagine a nuclear attack, have never had to be dealt with.  

One last item.   In the United States, the Term of Office is set in stone.   It is set in the Constitution of the US and of each state.

So when a person is elected, they can then exercise Constituted Authority.   But that Authority EXPIRES on a date certain and nothing that any of them do, can change or extend that date.

Once the expiration date comes and goes, THEY are simply no longer elected officials.
