I have posted a pdf of the UN charter earlier with all the signatures. Surprisingly USSR is not a signatory. The charter was signed by Russia, White-Russia and Ukraine separately. Ukraine is one signatory. Action can only be taken against states, that were enemy states of the signatories. So, from my understanding, this is not correct.
