Iranian FM Dr. Jawad Zarif: There is an agreement between Turkey and Syria signed in 1999, called the Adana agreement and Turkey is just acting upon this agreement.

My take in short:
Turks targeted US/French base knowingly. Anything else is damage control by buthurted "superpowers". Turks sent clear message - don't hang around with terrorists...
You know these things better than I do Zod maybe you can answer this for me - Why is the US still at the base/outpost in the area when they already said made it clear they are going to sit back and let Turkey go ahead with the operation in the area. And even if such attack today was perhaps more deliberate than not there will be ISIS fighters on the loose soon in the area aswell. Why didn't US withdraw already from the base? Seems like an accident waiting to happen.
I'm quite surprised too. Didn't expect them to be in this area. Maybe "observation post"? Or they just want to maintaint their foothold over there. Trump is class A liar so it wouldn't surprise me at all. They just counted on Turkish restraint. Today I've seen reports that US troops were evacuated from the base after the incident.

This is because the M4 is apparently not in the security mechanism area.

Turkey will capture that area eventually because there are so many anti SDF Arabs in region now for instance Suluk town is on one side of the highway and Ayn Issa just on the other side and both cities are from the same Arab tribe. Turkey will capture the area by smuggling arms and Arab tribes uprising due to feeling more confident because of Turkish presence.

That's what Turkey and probably the Syrian goverment want for their areas to be stable and for chaos to happen in US/EU backed SDF areas to show how useless the US and EU are now Turkey has a foothold in East of the Euphrates they can spread weapons and rebels all over the area and create a Kurdish vs Arab conflict which will destroy any US plans had for Syria so I'm happy.
