This sounds like Germany and Italy would agree upon a borderline, but the borderline is detailed in a secret attachment of the treaty and Austria would have discovered natural resources in Tyrol.
More and more I have the impression, we see three parties in this near eastern quagmire:
(1) The Muslim Brotherhood: Headquarters in Qatar, Erdogan interfering in Syria with Jihadis and in Libya with the regime of Tripolis, from both locations sending refugees to Europe, goal: restoration of the Ottoman Empire.
(2) Russia, Iran, Damascus, Hesbollah in Lebanon, Houthis in Yemen, Haftar in Libya, fighting against the Empire.
(3) The Empire: USA and its vassal-states (NATO), Israel, Saudi-Arabia.
The role of (1) is not entirely clear. It seems to have split off from (3), but not completely. Turkey is still in NATO and it seems to cooperate with Russia at the Syrian border. But I think, Putin is willing to throw them under the bus and use them against (3), if necessary and possible, because he wants to avoid a direct clash between (2) and (3).

Now that GNA has crossed the rubicon by signing w/ Turkey, the EU is going to heap opprobrium on it.
From now on, Greece & Cyprus will veto everything in the EU when it comes to assisting the GNA.
They will also rush to bolster their diplomatic & economic support for LNA
