Cyber attacks have nothing to do with electronic warfare - they are completely different concepts. The Iranian SA systems are not connected to internet to be cyber attacks subjects and I bet they don't even have data sharing abilities with other military systems.
Yes, spoofing targets was possible though unlikely, especially in that area. Tehran is close to the Caspic sea, +500 km at least from the gulf, over the mountains. That rocket should not have been fired without a specific high level command order since that could have meant open war.
