I appreciate you trying to clarify, Luda, but really there is no direct quote that says it will always be strictly voluntary. We know from what the Russian Health Ministry said yesterday that it's going to be voluntary for the next couple months for medics and the such. Then from October/November they will start giving it to the population at large, probably starting with those who want to have it first. And after that... it looks less good for the anti-vaxxers.
My thoughts are the Russian authorities are waiting until winter to see how the virus situation goes before making a firm statement on how they are going to deploy the vaccine in the medium/long term. It could be that the virus just fizzles away, and maybe it is doing that already. If that were to happen it would be rather premature telling people in August 2020 that you will be a lawbreaker if you don't get the injection... But if there is a second wave that arrives in winter that they deem to be severe, they will make the point that future waves could come too. Mandatory vaccinations would be made law soon after.
