US thinks getting their diplomats out the way means they won't suffer any casualties in retaliation. They are wrong as PMF can easily hit US positions in Syria from Iraq and hit Erbil and if things get desperate the PMF can simply start targeting Saudi arabia across the Iraq-Saudi border as Saudi Arabia is a US ally.
