If they run to the Uzbek border, they run directly into the Taliban border posts. This doesn't make sense. Only if they have a deal with the Taliban, as other governors had before.
Running to the airport makes more sense.

under the rubric of self-employment with limited legitimacy and legal standing.

put a legal 'end' to the limbo which many small/medium Cuban businesses have existed in for years in a quasi Soviet-style economy.
create an important decentralization of some activities, forcing subsidized operations to become profitable or fold, according to Cuban economists.
force thousands of government-subsidized eateries to 'compete' and will either close, become cooperatives or turn into small businesses.

access the state wholesale system,
import and export,
set prices
attract foreign investment,
