The Chinese language has many dialects: Yueyu (= Cantonese), .... and the most important: Putonghua (= Mandarin). In the Western propaganda these are not dialects, but languages. The West would like to see independent states along the Chinese coast: Hongkong with Guangdong, Shanghai etc. And somewhere isolated in the Centre and the North a Mandarin speaking rump-state around Beijing.

It is the same pattern as the English have fragmented the Bourbon empire at around 1800, by suggesting, that the Latin dialects: Castilian, Aragonese, Neapolitan, Roman, Tuscan, Occitan etc. were not just modern dialects of Latin, but independent languages: Spanish, French, Italian.
