I just repeat, what I have told Böhse Tante a few minutes ago: Chinese people only act on order and out of fear of punishment. They don't think, how to apply orders and directives. So, they get orders from above and report numbers from below. And this panic is the greatest in the lowest levels of the hierarchy. Last semester during the last lockdown, I had two fierce discussions with the person in charge of the foreigners in my uni (our "Blockwart"). She was either fired or quitted, because she was unable to keep me under control. Her successor, a young girl is very friendly, but I am still waiting for any order from her about this. No word! I learn everything from my students or the boss of the bathhouse.

About the 100th Congress, I know nothing so far, but it could well be, that all the provinces wanted to report: "We are Covid-free!" and failed.
