Simply put, it is Israel that dictates to Egypt who can and cannot be let out of the Gaza Strip!
Why did Egypt do this
Because it has signaled to Hamas that its authority is not fully legitimized. It is de facto, not de jure.
In the case of a number of Russian citizens who got married and entered the Gaza Strip through underground tunnels, the Hamas authorities in the Gaza Strip were not able to resolve the issue of legalizing their stay and, as a result, their entry and exit. Why? Because of Israel's lack of consent!
Yes, that's right. Palestinian papers and the fact of Palestinian "citizenship" are decided by the Israeli PC, not by the Palestinian or Egyptian authorities.
Therefore, it is also the Israelis who approve the evacuation of the Gaza Strip.

And Egypt is fulfilling all this in coordination with the Israelis in terms of security. That is, it scrupulously complies with the agreements with Israel!
