I think it is more likely that they want to stir up "Defender". This "maneuver", afaik the biggest for very many years, is quite perceived in Russia as a serious threat. From me too, I trust the "Empire" every mess.

Current "drills" remind me of Able Archer in 1983. I had only just turned 12 years old, but between our school and the media, it was hard not to take in what was going on.
