I'd expect if it was related to a response of any kind we would see more than 4 or 5 impacts, this if true would likely be a independent mob trying to make a name for themselves.
Or it could be an anticlimactic opener

The US is testing the sirens in the Erbil base in Northern Iraq. This is a priority target for Iran as it is a fundamental control point in Iraq.
US Troops across the middle east are all on the highest alert.

The U.S. has denied Iran's Foreign Minister Jahvad Zarif a visa for a long planned visit to the UN in New York.
Zarif responded by saying that he can talk to the U.S. people from Tehran.
Today he proved that by giving a CNN interview:
Iran's Foreign Minister Javad Zarif called US President Donald Trump's decision to order the drone strike that killed the country's top military commander an act of "state terrorism" in an interview with CNN Tuesday.

"This is an act of aggression against Iran and amounts to an armed attack against Iran, and we will respond. But we will respond proportionally not dis-proportionally," he said. "We will respond lawfully, we are not lawless people like President Trump."
