Remember that article is from 1967. That was only two years after passing the Voting Rights Act - and I do not quite see what was "racist" in those statements.
Labeling someone who lived 50 years ago racist using today's standards doesn't sound very professional to me.
That guy was a Police chief for 20 years at the time.
He states that 90% of Negroes are law abiding citizens that want to eliminate crime but 10% are "young hoodlums who have taken advantage of the civil rights campaign"
And what is the reason to state that Trump "cited" him since obviously that is just a screenshot from an old newspaper never referenced on internet as I could find before today?
Once again - are looters a new race?
I am not asking for the politically motivated articles, I am asking for your own opinion - do you find that remark "when looting starts, shooting starts", racist?

There are always modern standards used in evaluation of the past. With modern knowledge it helps us to see what was done wrong. Nazi collaborators and war criminals would not be labeled so if not of use of modern standards.
So yes, US was very racist country till late 60s. At some parts of the country at least. And it does not matter if it was seen as normal back in the days. Slavery was seen as normal back in the days as well. It desn't mean we won't call it slavery because it is description by today's standards.

90% of the people are sheeple ("Negroes"). 10% can see and are willing to stand up and fight ("Young hoodlums"). Can you see the pattern?
In 60s there was no internet so I'm afraid you won't find something more than recently published screenshots. If you're REALLY interested than you can try to visit a library. Usually there are stored slides of such old articles.
And no, looters are not a new race.
