I heard that Russia had issued a NOTAM earlier over parts of the Black Sea. Russia is coordinating the tests?
I think this is to counter constant NATO air patrols and provocations around Crimea lately and areas in Black sea as well. Specially the NOTAM issue, they're getting fed up with provocations.
