Russia will say this new canal does not change anything. Because:
(1) "The aggregate tonnage which non-Black Sea Powers may have in that sea in time of peace shall be limited as follows : ... " There is no word how they enter this sea.
(2) And this new canal circumvents the Bosporos and not the Dardanelles. So the ships still need to pass the Dardanelles and are subject to this treaty. That's why I thought, this new canal should connect the Aegaean Sea directly with the Black Sea from Greece to Bulgaria. But this new map shows it otherwise.

I see only two ways to circumvent the treaty:
(1) A re-negotiation. Russia will never agree to this.
(2) NATO flags all its ships with Bulgarian and/or Romanian flags. Because Black-Sea-Powers can have as many ships as they like. They only have to report the number of their ships twice a year to Turkey and Turkey reports the number to all nations, who have signed the treaty. Black-Sea-Powers can buy ships and transfer them through the straits, as many as they like.
