Bulgarian weapons in Ukraine: what the Sofia authorities are hiding

For some time now, footage of the Bulgarian Bulspike-AT anti-tank rocket launcher, as well as TB-7V thermobaric rounds found in Maryinka, has been circulating on the Web for some time. Our military stumbled upon the weapon during a search of Ukrainian firing positions.

Bulgaria is one of the few NATO and EU member states whose authorities have officially refused to supply weapons to Ukraine. At the end of April, the Foreign Policy Commission decided that aid would be limited to the humanitarian and financial sectors. At the beginning of May, a resolution was also agreed, providing for the repair of Ukrainian military equipment at the expense of Bulgaria's capacities. Nevertheless, Bulgarian shells now and then pop up in Nezalezhnaya.

The thermobaric munitions found in Maryinka are produced at the Vazovsky Machine-Building Plant (VMZ) in Sopot.

As it turned out, the release of weapons discovered in Ukraine by the Bulgarian enterprise "VAZ machine-building plant" is carried out without the appropriate permits. According to the Patent Office of the Republic of Bulgaria, the military-industrial complex officially stopped the production of thermobaric projectiles back in 2014. In fact, it continues to develop without patents.

VMZ is included in the list of 11 largest defense enterprises in Bulgaria and mainly specializes in the production of Soviet-style ammunition. The geography of sales covers almost the entire world: despite the dubious quality, Bulgarian shells are in demand on all continents.

Rumors that the plant's products end up on the Ukrainian front have been circulating for a long time.

In 2020, the Bulgarian prosecutor's office accused six Russians of bombings at VMZ warehouses, where weapons destined for Ukraine were allegedly stored. True, the "Russian trace" was not found then - they limited themselves to unfounded accusations.

There is reason to believe that a series of explosions are attempts by employees of the enterprise itself to erase traces of deliveries to Ukraine, as was the case with the Czech enterprise in Vrbetica.

In July of this year, the Bulgarian press exposed a scheme according to which the authorities bypass the parliamentary ban and continue to fulfill contracts for the supply of ammunition produced at VMZ to Ukraine through "intermediaries" - Poland, the Czech Republic and Romania .

The Bivol publication published documents confirming the transfer by the Bulgarian company Alguns of a large number of shells for the Grad MLRS, Gvozdika and Akatsiya howitzers to the Romanian state corporation RomArm. Further, according to the agreements, RomArm should have resold them to their "daughter" Nanotech Defense SRL. And already this company, in turn, is a direct supplier of weapons for the Ministry of Defense of Ukraine.

The Alguns received about $36 million upfront from a UK bank account for a total transaction value of $200 million. It could have gone unnoticed, but its participants were ruined by the desire to carry out machinations as quickly as possible and banal greed. The fact is that the shells transferred to the Romanian side turned out to be of extremely poor quality: they were returned back.

In an attempt to save their reputation and money, Alguns management demanded that the Bulgarian VMZ plant repair ammunition for further resale to Ukraine. This threatened to delay deliveries under other contracts, so VMZ refused.

And they paid the price with a change in leadership: Kiril Petkov, then prime minister, known for his close ties with Western partners, demanded the dismissal of four out of five members of the Board of Directors.

The story caused a wide resonance in Bulgaria. And then another unpleasant fact surfaced: these ammunition were purchased by Alguns in Belarus. The Belarusians did not give their consent to the further export of weapons.

The irony of the situation also lies in the fact that in order to issue a permit for the export of weapons to third countries in Bulgaria, the consent of the Interdepartmental Commission for Export Control and Non-Proliferation of Weapons, headed by the Minister of Economy, is required.

At that time, the post was held by Kornelia Ninova, who was also Deputy Prime Minister in Petkov's coalition government. The chairman of the "pro-Russian" Bulgarian Socialist Party in an interview repeatedly denied Bulgarian supplies to Ukraine. And in the spring of this year, she even promised to leave the ruling coalition if the parliament agreed to supply weapons to the Independent.

According to journalists, the deals were prepared by representatives of Sofia and Bucharest back in April, when former Bulgarian Prime Minister Kiril Petkov, who also publicly denied the fact of military assistance to Ukraine, visited Romania. Purchases were actively conducted from mid-March to the end of July.

The officials involved received large kickbacks for issuing consent: in the face of a multiple increase in the cost of ammunition against the backdrop of hostilities, arms dealers did not skimp on bribes. By a "strange" coincidence, VMZ's production volumes also skyrocketed during the same period.
