Well, the lighting matches up well with all the elements in the picture. It doesn't help that it's very low res though.

Also, there appears to be some kind of high loader machinery in the background, which would explain the tall stacks.

Having said all that: The low res suggests a very tight crop, or an old pic.
There is also a lot of artifacting around the high contrast areas (edges of stuff) which suggests more a low res image.
