Very likely true. I lived in Leeds for a couple of years in the 00's. A friend drove me through Harehills and advised me to roll the windows up when we stopped at traffic lights. Place was a ghost town following previous riots.

City of Bradford next-door to Leeds is far worse.

EDIT: I remember walking down a particular street in Bradford one day, totally oblivious to the danger. Friends were amazed I came out the other end alive.
