Someone in the scaffolds above the wooden roof was doing oxy cutting or arc welding in the last hour of the day. Rules were not followed and a small fire started unseen as they left to go home. By the time it was finally noticed it was too late to extinguish in that high location

Notre-Dame fire: an unforgivable fault of the City Hall of Paris
The construction of the Cathedral had started in 1163.
For over 800 years, despite two world wars and a few revolts, this masterpiece of architecture has been held.
But our Lady of Paris will not have survived the amateurism of our contemporary political class, totally incompetent and incapable of preserving a treasure of our nation, classified as a UNESCO World Heritage site.
This fire is not the fault of luck. If the Cathedral caught fire, it was because those who had to protect it were incapable to do so.
Shame at the City Hall of Paris that did not take all the necessary steps to avoid such a catastrophe. How many personnel were permanently stationed in the building for fire surveillance? Mystery..

After a period of mourning has been had, attention will turn more to why this happened. I reckon there could be fresh anger from the French towards the government (both Macron and his predecessors) for not doing enough in recent years to do more for the preservation of Notre Dame. Although renovation works were going on the French state had committed very little in funds and the work should have been carreid out much earlier. It boils down to same thing that gilets jaunes have been protesting about, and the things that are affecting many western countries - that the rich and wealthy have too much influence over government policy which enables them to further line their own pockets at the expense of taxpayer money being spent on the important things. Maybe this Notre Dame event could give fresh impetus to the gilets jaunes movement.
In 2018 the Catholic Church in France launched an urgent appeal for funds to save Notre-Dame cathedral.
Parts of the 850-year-old Gothic masterpiece were starting to crumble, because of pollution eating the stone.

In a group of conspirators I would create a few oppositional conspiration theories beforehand to publish them after a coup (or whatever). That helds the people busy and occupied with their CTs.
I notice what happens and go on looking what's the outcome of these events. 9/11 was leading to wars, discussing what really happened there holds you away from fighting against the wars.

The main reason for my wish to change this society is that so many human skills have no chance to come to fruition. Instead they are used in a really sick way so that people are maintaining their own suffering from wars, hunger and illness. But it can not be changed "top-down", only in some kind of "grassroots revolution" or better "evolution" where more and more people work together to get rid of TPTB (whoever that is).
No need for a "big event" but development. One of my ideas to reach it: Don't play "their" games - don't use "their" rules - don't think in the box of "their" paradigms.
It's more "refuse" than "resist" - without too much ideology. You don't need to know much about "what's going on behind the curtains", it's mainly to create your own rules together with like-minded people.
That is what I mean with "I'm on the side of the people".

In an extremely rare occurrence, UK Prime Minister Theresa May announced the bells would be rang to mark the fire which destroyed large parts of Paris' iconic cathedral.
Bell-ringing at Westminster Abbey is usually reserved to mark the Royal Family birthdays and other commemorative events.
They were not used for the Grenfell Tower fire or the 7/7 bombings, to illustrate how rare this occurrence is.
