After reporting on the struggles of the US’s $44 million vaccine management system,
we requested documents related to the CDC’s no-bid contracts for the underlying software, awarded to consulting giant Deloitte.
The records we got back had significant redactions—including the company’s costs, the identities of those who worked on the project,
and even Deloitte’s explanation for why it was qualified to do the job.

All the redactions cite a rule in the Freedom of Information Act commonly referred to as Exemption 4,
which allows companies to hide “commercial information” such as trade secrets from the public.
The contractor, rather than the government, decides what is considered sensitive information.
When a government agency receives a request for records, it sends that request to the contractors, who mark what they want to keep secret.

Companies have essentially free rein to call contract details “confidential business information,” thanks to a 2019 decision by the Supreme Court.
Before that, companies had to explain why releasing the information would cause “substantial harm” to their business.

On Monday 19 April, France became the first country in Europe to adopt the electronic certification model
for storing proof of antigen and PCR tests and vaccination against Covid-19,
integrated into the existing TousAntiCovid phone app.

The "health pass" project has been discussed for months in France and could prepare the gradual
lifting of travel restrictions and access to certain places and events.

The European Union is due to introduce by the end of June a pass
designed to facilitate travel for Europeans who can prove that they
have been vaccinated against Covid-19, or that they have undergone a PCR or rapid antigenic test.

The health pass could also contain, for example, a blood test to prove that immunity has been acquired,

The European Commission said on Monday that it was taking the pharmaceutical company AstraZeneca to court
for breach of contract after a number of delays in supplying COVID-19 vaccines to the bloc.

Germany, France and Hungary were among EU states that were initially reticent to sue the company,

(April 26, 2021) AI startup Faculty wins contract to predict future requirements for the UK’s NHS
Faculty, a VC-backed artificial intelligence startup, has won a tender to work with the NHS
to make better predictions about its future requirements for patients,
based on data drawn from how it handled the COVID-19 pandemic.

In December 2019, Faculty raised a $10.5 million Series A funding round from U.K.-based VCs Local Globe, GMG Ventures, and Jaan Tallinn,
one of Skype’s founding engineers, giving it a valuation of around $100 million.

I asked Richard Sargeant, COO of Faculty, if he thought Faculty was the “Palantir for the U.K.” (Palantir has also worked with the NHS during the pandemic.)
He said that Faculty has a different role to Palantir. “Palantir has helped with the data pipelines,
and they’re using their software to pull a lot of data together, but really they’re not a machine learning
organization, their specialism is in gathering data together. Data across the NHS is rather an archipelago.

of anyone whose death certificate shows death "may have been caused by" "COVID-19-like symptoms."
If the death certificate does not show that, it can be amended.
