In the past, it was only against real or mainly hallucinated "left-wing extremists". (The RAF was most likely part of "Gladio" and at least directed from the background by the "services"). From 1990 it was then switched to the "right-wing extremists", in retrospect I suspect that there were at least partly completely different people behind the various arson attacks at the beginning. The rhetoric on politics in the following years was more suitable for driving dissatisfied people in the direction of the "right-wing nationalists". It became very clear to me in 2015 what was going on, that was shortly after the founding of the AfD, so it seems to be in someone's interest that the AfD was strengthened. (This can only be understood if one has understood what role a parliamentary government actually plays).

This theater with the "prohibition mania" applies only superficially to the "right-wing" AfD (they are about as right-wing as the entire government and the CDU / CSU), in reality it applies preventively against any resistance and especially against possible challengers of the entire capitalist system.

One more thing about the RAF. A (now former) French friend told me again and again that the RAF was supported by the GDR and thus ultimately by the SU, as well as the German peace movement. 

And now things are almost in mirror image, the AfD and every protest against the German regime is supported and sponsored by Russia. So it doesn't matter from which direction the protest comes, politics is never to blame for it.
