Looks like he might have just panicked with the speeding ambulance with sirens, tried to get out the way and took a wrong turn ???!
They already treat the incident as "terror attack" and some pedestrians were injured afaik. Luckily none of them seriously.

I know, I'm not ruling it out. I just think what self-respecting terrorist would try to mow down pedestrians/cyclists in a Ford Fiesta.
Plus, police seem to be have no intel, he is not cooperating, no islamic "shouts". Westminster in summer closure. No weapons. Doesn't add up. Wrong MO. From all being well, speeding sirens ambulance up his rear end to final stop - 4 to 5 seconds. One bad move in an area like that and hell breaks loose. Just seems odd, you are about to make a terrorist act and have an emergency vehicle situation in your rear mirror. Who knows, guess we will find out soon.

Odd thing is about an hour after the crash it was declared by police as a road accident and nothing more, then some time later it was changed to 'terrorist incident'.

Error 521 usaully means your server has crashed or is not running. If you're being attacked, then error 500 (no response due to too many requests) is very typical. Its looking more look he jus tshut down the servers
