briefly exploring the subject it was combined with basic 'black powder' by the military to create a 'smokeless' gunpowder... it enhances complete combustion so it was considered more 'stealthy' at the time. there's probably more development/science in modern ammunition but that's the basics of why 'cotton' was added to the mix.

In 2001, according to government reports, the crown prince Dipendra massacred most of the royal family.
While official reports pin the blame on the crown prince, this has proven controversial as the king and crown prince were very popular and the family of the king's brother Gyanendra was both unpopular and none of them were killed. Numerous conspiracy theories are abound, but none with any evidence that can disprove the official result.

The ascent of an unpopular king, who most people believe orchestrated or benefited from the massacre, along with the ongoing civil war, did not help matters. The king dismissed 3 governments in 2002 and no government was in place until the 2005 coup by the king, where he officially dismissed the parliament. In 2006, a peace agreement was signed and the king agreed to give up power and in 2008 the monarchy was abolished.

Nepal has been under an interim constitution and two constituent assemblies between 2007-2012 and 2013-2017. In 2015, the 2015 constitution was passed and adopted. As a relatively new democracy, it is still undergoing some instability.

This would be the first time that the Nepali congress, the major non-communist party, has not been part of the government (along with some communist parties) and is still the single biggest party in the house of representatives. It will be interesting to see if they can cobble together a working government or will they will have to court the Nepali Congress again.
